Behind closed doors in Brussels, undisclosed lobbying and opaque foreign financial networks threaten to quietly reshape EU policy from the outside. Delegates, as heads of state and government, must decide how to protect the Union's democratic integrity without undermining the very openness that makes it work.
The European Council brings together EU heads of state and government to define the Union's overall political direction and priorities. Its consensus-driven, high-level nature makes it well suited for delegates comfortable with nuanced policy negotiation.
